Why Color Contrast is a Mandatory Design Requirement

Over 2.2 billion people worldwide have vision impairment or low vision. Poor color contrast (such as light gray text on white backgrounds) causes digital products to be unreadable for users in direct sunlight, individuals with cataracts, aging eyes, or color blindness. Legally, frameworks like the **Americans with Disabilities Act (ADA Title III)**, the **European Accessibility Act (EAA 2025/2026)**, and Section 508 mandate WCAG 2.1 Level AA compliance for commercial web applications, banking portals, and e-commerce checkouts. Non-compliance exposes companies to severe legal demand letters and accessibility lawsuits.

WCAG 2.1 / 2.2 Level AA & AAA Requirements

Contrast ratio is expressed as a ratio between $1:1$ (identical color) and $21:1$ (pure black on pure white). - **Level AA (Minimum Requirement):** - Normal text (< 18pt or < 14pt bold): Minimum **4.5:1** contrast ratio. - Large text (≥ 18pt or ≥ 14pt bold): Minimum **3:1** contrast ratio. - Non-text elements (UI button borders, input fields, icons): Minimum **3:1** contrast ratio. - **Level AAA (Enhanced Accessibility):** - Normal text: Minimum **7:1** contrast ratio. - Large text: Minimum **4.5:1** contrast ratio.
Relative Luminance Formula

Contrast is determined by relative luminance (L): (L1 + 0.05) / (L2 + 0.05), where L1 is the lighter color and L2 is the darker color.
